MEETING OF THE STATE SECURITY COUNCIL OF TURKMENISTAN

Today, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, held a regular meeting of the State Security Council. The agenda included the performance of the country’s military and law enforcement agencies for the first nine months of this year, as well as a number of issues related to ensuring security and peace in our independent homeland, strengthening the material and technical base of law enforcement agencies, and further improving their operations.

The Secretary of the State Security Council and Minister of Defense B. Gundogdyyev spoke first, reporting on the practical steps taken during the reporting period to strengthen the country’s defense capability, improve the working and social conditions of military personnel, and implement a digital system in National Army units. Information was also provided on the ongoing work on conscription and discharge of military personnel.

The Secretary of the State Security Council and the Minister of Defense also reported on the results of the military parade held in honor of the 34th anniversary of the sacred independence of the Fatherland.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of continuing to modernize the National Army’s material and technical resources and train highly professional military personnel in accordance with the defensive nature of the Military Doctrine. The head of state instructed the Secretary of the State Security Council and the Minister of Defense to strictly oversee the organized process of conscription and the discharge of military personnel.

Prosecutor General B. Muhamedov reported on the results of activities for the first nine months of this year, the comprehensive measures taken to ensure oversight of compliance with regulatory provisions, as well as the application of prosecutorial measures and the implementation of the Prosecutor’s Office Development Program.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces noted the importance of further strengthening the rule of law in the country and prosecutorial oversight of strict compliance with legal acts, and addressed a number of specific instructions to the Prosecutor General in this regard.

During the meeting, the head of state signed a document appointing and dismissing prosecutors.

Minister of Internal Affairs M. Hydyrov reported on the work carried out by subordinate agencies since the beginning of the year to maintain public order, prevent crime, and improve the activities of the Fire Safety Service. A separate topic of the report was the results of the month-long campaign held in September under the motto “Road Safety – Peace of Our Lives”, during which various events aimed at preventing road accidents were organized. Summarizing the report, the head of Turkmenistan instructed the Minister of Internal Affairs to continue to implement practical steps to prevent offenses in the country and ensure compliance with road safety regulations and fire safety measures.

The Chairman of the Supreme Court, B. Hojamgulyev, reported on the work accomplished during the specified period, including improving the activities of his subordinate structure, implementing a digital system, and implementing best practices in this area. He also reported on measures taken to improve the qualifications of employees and the implementation of the President of Turkmenistan’s previous instructions.

After hearing the report, President Serdar Berdimuhamedov noted the need for further development of the judicial system, modernization of the material and technical base, and enhancement of the professionalism of employees, addressing the corresponding instructions to the head of the Supreme Court.

Then, the Minister of National Security, N. Atagarayev, reported on the work accomplished from January to September of this year, as well as on the implementation of a digital system in departments and the implementation of the Development Program of the Supreme Court.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan instructed that work be continued to ensure the reliable protection of the constitutional order of our state, national security, and the country’s interests. He also instructed that the work of this body be improved.

The Chief of the State Border Service, Ya.Nuryyev, reported on the practical steps taken over the first nine months of this year to protect the sacred borders of the Fatherland. He also reported on the progress of modernizing the material and technical infrastructure of border units and the creation of appropriate conditions for the service and daily life of military personnel and their families.

The head of the department also noted that the opening of the new building complex for the “Sarahs” border detachment was further evidence of the country’s ongoing concern for the defenders of the Fatherland, as well as the successful implementation of military reforms.

Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of continuing the work being carried out to ensure reliable protection of the state border, enhance the professionalism of military personnel, and improve their service and living conditions, addressing a number of specific instructions to the head of the department.

Further, Minister of Justice M. Taganov reported on the results of the activities carried out during the period under review, the implementation of the department’s Development Program, the fulfillment of the instructions given by the head of Turkmenistan to improve the qualifications of employees, and the preparation of proposals for improving the national legislative framework.

After hearing the report, President Serdar Berdimuhamedov noted the importance of legislative support for the state, as well as the work on drafting legal acts, addressing a number of specific instructions to the Minister of Justice.

Then, Chairman of the State Customs Service M. Hudaikulyev reported on the results of his agency’s activities for the specified period and the measures taken to modernize the material and technical equipment of the structure under his control.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted the need to further improve oversight of customs points, in particular, to ensure compliance with established requirements for goods imported into our country. In this regard, the head of the Service was given a number of instructions.

Next, Chairman of the State Migration Service A. Sazakov reported on the results of the work completed since the beginning of the year, the practical steps being taken to actively apply modern methods in fulfilling the agency’s mandate, successfully address the priority objectives of the Development Program for the agency, and strengthen human resources.

Summarizing the report, President Serdar Berdimuhamedov noted the need to improve the Service’s activities and continuously improve the qualifications of its employees, as well as to monitor compliance with migration legislation, and issued a number of instructions.

Following the meeting, the head of state signed a document establishing the corresponding military and law enforcement structures in the new etraps of the country’s velayats.

Concluding the meeting, the Supreme Commander-in-Chief of the Armed Forces emphasized that, in accordance with Turkmenistan’s defensive Military Doctrine, measures are being taken to ensure a high level of security and integrity for an independent, permanently neutral state. President Serdar Berdimuhamedov stated that great importance is attached to strengthening the country’s defense capability and improving the social and living conditions of military personnel and their families, noting that efforts in this direction will continue.

The head of state warmly congratulated the meeting participants on the well-organized and successful military parade in honor of the 34th anniversary of the country’s independence.

The leaders of the military and law enforcement agencies assured the Supreme Commander-in-Chief of the Armed Forces that they will make every effort to fulfill their military oath and will serve faithfully for the well-being and peaceful development of the Fatherland.

The State Security Council meeting also considered a number of other issues, on which appropriate decisions were made.

At the conclusion of the meeting, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, wished the participants good health and great success in their responsible service for the sake of a peaceful and happy life for the people.
