In the era of the Revival of the new epoch of a powerful state, under the leadership of Hero-Arkadag and Arkadagly Hero Serdar, peaceful cooperation is being carried out with neighboring countries as well as with developed countries of the world at the international level. In this regard, the holding of the third United Nations Conference on Landlocked Developing Countries in the “Awaza” National Tourist Zone during the International Year of Peace and Trust is particularly noteworthy.
In order to support the development of these countries, the international community has adopted a number of important documents. The Almaty Programme of Action, first adopted in 2003, and the Vienna Programme of Action, adopted in 2014 can be mentioned.
The Almaty Action Program was adopted in 2003 at an international meeting in Almaty, Kazakhstan. Almaty program is based on five main areas: transit policy and cooperation, development of transport infrastructure, simplification of trade systems, financial and technical support and the creation of control mechanisms. It is envisaged to simplify the rules for crossing the border on transit policy, standardize documents and strengthen cooperation with transit countries.
Thanks to this program, the world community for the first time officially recognized the situation of landlocked countries and created the basis for global cooperation for their development.
In November 2014, a second international conference was held in the Austrian capital, Vienna, aimed at continuing efforts in this direction in connection with the results of the Almaty program and ongoing developments in the world. The Vienna Programme of Action was adopted there. This program is designed for 2014-2024 and expanded to take into account new goals and circumstances based on the previous program. The main goal of the program is to ensure the effective integration of LLDC countries into the global economy, reduce transport costs, improve infrastructure capabilities, increase accessibility for trade and investment, and achieve sustainable development.
Almaty and Vienna programs have become not only a solution to the problems of LLDC countries, but also important steps in creating new forms of international cooperation and development.
As a result, the Almaty and Vienna Action Programmes have increased global attention to non-maritime countries and become an important means of supporting their development.
